1. Designated RTI Authorities
Every government department in Kheda district designates a Public Information Officer (PIO) to handle initial queries and a First Appellate Authority (FAA) to hear appeals.

PIO: Resident Additional Collector (RAC) or the relevant branch head (e.g., Land Revenue, Civil Supplies, Elections, ADM).

Taluka/Village Level PIO: Taluka Development Officer (TDO) at the taluka office; Talati-cum-Mantri at the Gram Panchayat level.

PIO: Deputy Superintendent of Police (DySP) / Headquarter Officer, Nadiad.

2. Application Procedure
A. Offline Submission
-
Drafting: Write the application on plain paper or use the standard Gujarati/English RTI format. Clearly mention the specific information or records required.

Addressee: Address the application directly to the Public Information Officer (PIO) of the relevant office/department.

Application Fee: Attach a ₹20/- court fee stamp, Demand Draft, or Indian Postal Order (IPO) drawn in favor of the designated Accounts Officer. Applicants under the Below Poverty Line (BPL) category are exempt from this fee upon submitting valid proof (BPL card copy).

Filing: Submit the request in person at the concerned departmental Jan Seva Kendra (obtain an acknowledgment receipt) or send it via Registered Post / Speed Post.
B. Online Portal & Proactive Disclosures

3. Timelines, Additional Fees & Appeals

Statutory Timelines:

Standard request: 30 days from receipt of the application.

Information involving the life or liberty of an individual: 48 hours.

Additional Fees:

Standard A4/A3 photocopies: ₹2 per page.

Inspection of records: No fee for the first hour; standard hourly rates apply thereafter.

First Appeal: If no reply is received within 30 days, or if the information provided is incomplete/rejected, an appeal can be filed within 30 days before the First Appellate Authority (FAA).

Second Appeal: Any grievance against the FAA’s order can be escalated via a Second Appeal to the Gujarat Information Commission (GIC), located in Gandhinagar.
